The view that monarchy is the best form of government is very popular in Russia, partly because it is part and parcel of Orthodox Christianity, and because many influential priests in Russia teach this, and because many Christians in Russia believe this. Simplified to its basic idea: God gave man monarchy. Democracy destroyed monarch, and God in the process. This article is an excellent statement of the Christian case for monarchy.
