Privatizing Canada’s Water Infrastructure Should be an Election Issue – Global Research

With the Canadian federal election just days away, it’s amazing that there’s been no media focus on the Liberals’ plan to privatize our municipal water and wastewater systems. As far as I can determine, only one alternative media site, Press Progress, has mentioned this worrisome plan, which was announced by the Canada Infrastructure Bank (CIB) on July 15, 2019 when it agreed to provide $20 million in “innovative financing” for a public-private partnership (P3) in Mapleton, Ontario.

The Township of Mapleton is seeking a private consortium to design, build, finance, operate and maintain the municipality’s new and existing water and wastewater infrastructure for twenty years. By committing $20 million to the project, the CIB claims it “will improve the cost of project financing and attract private capital expertise while ensuring appropriate risk transfer to the private sector.” The CIB considers this a “pilot project to demonstrate new models for structuring and financing smaller municipal water and wastewater infrastructure projects.” [1]

Confusing Spin

There’s a lot of confusing jargon and spin in those statements, but the Canadian Union of Public Employees (CUPE) has cut through it with this observation: “There’s nothing new about federal programs and institutions that try to make P3s more palatable, especially to smaller municipalities. In this case, the CIB will subsidize the borrowing costs for corporations bidding on the 20-year deal … The bank is offering to lend the private sector money at a lower rate than corporations could get on their own. Details about the loan terms are blacked-out in public documents about the deal.” [2]

While the Township of Mapleton will still retain ownership of the core assets, the consortium that wins the contract will obtain a secure stream of profits from operating and maintaining the system for the next twenty years. No doubt, rates to homeowners will have to rise, as the consortium will want a solid return on its investment.

So what is this “new model” for structuring and financing such projects? We taxpayers will subsidize the borrowing costs of the private sector so they can privatize the revenue stream from our water and wastewater systems. Moreover, according to CUPE, Mapleton Township will have to pay back the $20 million to the CIB. [3]

Land in Canada is solely owned by Britain’s Queen Elizabeth II, who is also the head of state.

Canadian law in most provinces evolved from British common law, so instead of directly owning land, Canadians have land tenure. That means they can only own an interest in an estate.

Only 9.7 percent of the total land is privately owned, while the rest is Crown Land. It is administered on behalf of the Crown by various agencies or departments of the government of Canada.

Of the land owned by the Queen, 50 percent is managed by the provincial government and the rest by the federal government. All of those lands are held as public (known as Crown Lands) and mainly used as national parks, forests, private homes, and for agriculture.

According to the latest United Nations estimates, the current population of Canada is more than 37 million people.

Deep Dive: BC Canada to Require Parents To Vaccinate Kids Despite History Of Adverse Effects

The (BC) British Columbia province in Canada is starting a new forced vaccination schedule program for children, requiring parents to submit their child’s vaccination records if attending a public school. However, there are numerous issues with this since vaccines affect individuals differently and can have adverse side effects as will be documented in this article.

British Columbia Health Minister Adrian Dix announced the Vaccination Status Reporting Regulation that took effect this summer, WL Tribune reported.

“This mandatory reporting of the immunization status of students will ensure the public health system is prepared in the event of an outbreak,” Dix said.

“Furthermore, with the up-to-date records, public health can reach out to families with children behind on their immunizations and provide an opportunity to catch them up, as well as discuss any concerns with parents.”

Earlier this year in April, the same province rolled out a “catch-up” immunization program, which so far has accounted for 95 percent of 566,000 students receiving two doses of the measles, mumps and rubella (MMR) vaccine.

While BC’s Health Minister is attempting to prevent the spread of various viruses, adverse effects of vaccines can’t be overlooked.

Meanwhile in the U.S., President Trump at first took a much different approach appointing Robert F. Kennedy Jr. as the head of a new Vaccine Safety Commission. Unfortunately, however, the U.S. President abandoned the plans to investigate the spurious link between childhood immunizations and autism in 2018, The Guardian reported.

Kennedy is a well-known frequent outspoken critic against vaccinations, specifically stating that thimerosal is a harmful additive within vaccines that is causing autism in children.

The argument is that MMR vaccines potentially cause autism. It’s worth noting that decades ago the Polio vaccine SV40 is documented on record by the CDC themselves (on a now deleted page) to have cost people their lives and caused cancer. However, you can confirm the web page existed by using’s time machine. Also there’s other evidence that SV40 has been detected in some human tumors.

CETA-Verdrag met Canada geratificeerd in Assemblée nationale | Uitpers

Wie weet het nog? CETA is het handelsverdrag dat de Europese Unie afsloot met Canada. Er werd zeven jaar over onderhandeld en in februari 2017 werd het goedgekeurd door het Europees Parlement. Maar omdat dit een ‘gemengd’ verdrag is, kon het slechts deels van toepassing worden. Het andere deel moet ook door de nationale Parlementen geratificeerd worden.

In de Franse Assemblée nationale is dat gisteren gebeurd. Met zware discussies, dat wel, maar uiteindelijk stemden 266 leden voor en 213 tegen. En, grote verrassing: 52 leden van de fractie van La République en Marche, de partij van President Macron, onthielden zich, terwijl er negen ronduit tegen stemden. Dit is nooit eerder gebeurd.

De vroegere fractieleider van LRM placht te zeggen: zich onthouden is een dagelijkse zonde, tegen stemmen is hoofdzonde. Benieuwd hoe er nu zal gereageerd worden.

Links stemde tegen, en zelfs rechts en het centrum stemden in grote meerderheid tegen. Het Verdrag moet nu nog wel door de Senaat worden goedgekeurd.

Bloed en klimaat

De argumenten die het meest werden aangegeven door zij die zich onthielden of tegen stemden: het klimaat. Hoe kan je vandaag de dag nog verantwoorden dat goederen over 6.000 km worden vervoerd, als er in eigen land, EU én Canada, geen gebrek aan is? Volgens het akkoord zou op 98 % van de verhandelde goederen tussen Canada en de EU geen douanerechten meer geheven worden. Deze parlementsleden zijn geenszins tegen vrijhandel, maar bepleiten een nieuw soort akkoord voor de 21ste eeuw.

Er kwam echter ook nog een technische reden bij kijken waarover lang grote onduidelijkheid heerste. In de EU wordt het gebruik van dierenmeel verboden voor de voeding van runderen, de gekke-koeienziekte, weet je wel. Ook in Canada is dat verboden, maar bloed, huid en vet mogen wél gebruikt worden en runderen gevoed met deze eiwitten kan de EU niet tegen houden. Regels die van toepassing zijn in de EU zijn immers niet automatisch ook van toepassing voor geïmporteerde produkten. Zij moeten apart worden vermeld.

Of m.a.w. rundvlees van beesten die werden gevoed met deze gelatine en bloed kunnen wel op ons bord belanden …

Overigens, de regelgeving in Canada en de EU mag dan zeer vergelijkbaar zijn, het is totaal fout om het land van het espeblad met lieve ogen te bekijken.

Canada Joins the Authoritarian Censorship Agenda

Here’s how the Canadians will deal with citizen journalism and narrative debunking—they’ll force the taxpayers to subsidize corporate news rackets.

“Federal agencies will publish an A-list of newspapers and websites deemed reliable under a multi-million dollar subsidy program, the Department of Finance yesterday told the Senate national finance committee,” reports an Ottawa website, Blacklock’s Reporter.

Bill C-97 the Budget Implementation Act proposes a 15 percent tax credit to a maximum $75 for subscribers of websites operated by a “qualified Canadian journalism organization”. Criteria are not known. The tax credit is projected to cost $11 million in 2020. It expires in 2024.

The bill also amends the Income Tax Act to offer lucrative payroll subsidies for news organizations “primarily engaged in the production of original written news content”. A total $360 million would be paid over four years through a 25 percent payroll tax credit for publishers, the equivalent of a maximum $13,750 per newsroom employee, retroactive to January 1, 2019.

Not only will Canadians be forced at gunpoint to pay the salaries of official government script readers described as journalists, but the government is now in the process of making sure the average citizen will be prevented from viewing “misinformation” on social media.

Prime Minister Justin Trudeau said social platforms were “failing their users” on Thursday, while speaking at the Viva Technology conference in Paris.

He said his government would hold companies to account for fake news, and that they had to make major improvements to their means of dealing with the issue or there would be “meaningful financial consequences…”

Speaking about Canada’s upcoming federal election, he said the government was taking steps to eliminate fake news and that a new task force had been created in order to identify threats to the election and prevent foreign interference.

The arrest of the CFO of the China’s largest telecoms equipment company, Huawei, carries hallmarks of deep state or behind-the-scenes sabotage designed to rupture recent progress between US President Trump and China President Xi Jinping on strategic issues. Here are some elements of the case that smack of insider sabotage from the US side, with complicity of Five Eyes member Canada.

After months of trade tariff clashes between USA and China, US President Donald Trump met with China President Xi Jinping during the Buenos Aires G-20 Summit. There the two issued a positive joint statement in which it was stated that the US on January 1 will impose a “cease-fire” and freeze current tariffs at 10% on the $200 billion of Chinese imports to the US, not raising it to 25% as scheduled. For his part, Xi agreed to resume buying US soybeans and other agriculture and energy products to cut the trade imbalance. Most interesting and little-discussed in western media coverage, on the US request, Xi also agreed to list the controversial chemical Fentanyl as a Controlled Substance, meaning that people selling Fentanyl to the United States will be subject to China’s maximum penalty under the law.

As well, they agreed to immediately begin negotiations on key US issues including forced technology transfer, intellectual property protection, non-tariff barriers, cyber intrusions and cyber theft, services and agriculture to be completed within 90 days or face resumption of the planned 25% tariff raise.

The offer by Xi to control Fentanyl, one of the most deadly synthetic drugs that has caused tens of thousands of deaths in the USA, was notable. According to U.S. law enforcement and drug investigators, China is the main supplier of fentanyl to the United States. There criminal organizations mix the Fentanyl powder with heroin. Also according to the US DEA, China companies ship Fentanyl to key points in Canada and Mexico. From Mexico it is usually repackaged by the Mexican drug cartels and smuggled into the US.

Canada Serves the US Empire…Again…and Again… – Global Research

Once again Canada clearly signals its vassal status in relations with the U.S.  The recent arrest and detention of Meng Wanzhou, Huawei Technologies’ chief financial officer, demonstrates fully Canadian compliance with U.S. desires.

Canadian authorities, notably Foreign Affairs Minister Chrystia Freeland and PM Justin Trudeau provide two defenses for Canada’s actions:  the first is the tried and not so true “rule of law” axiom;  the second is another canard, “there is nothing political” about Canada’s actions.  Both are used repetitively on the news cycle and both are completely false.

International law

The Joint Comprehensive Plan of Action is an agreement between Iran, the U.S., Russia, China, France, U.K., and Germany in order to limit what nuclear activities are available to Iran.  The plan is truly comprehensive.  After a leading section on principles and general provisions, a much longer and much more technical section follows defining what activities are allowed and not allowed, and after that is another long section clearly outlining what sanctions are being lifted against Iranian personnel and assets.

Two other important sections are included.  The first is an extensive presentation on the extensive rights of the IAEA to inspect and verify whether Iran is upholding its end of the agreement.  Another section outlines a joint dispute resolution mechanism.

Following the writing of the agreement, it was placed into international law  by UNSC Resolution 2231(July 20, 2015) noting the roles of the agreeing countries, the role of the IAEA for inspections, and a reiteration concerning the principles of the Nuclear Non-Proliferation Treaty.  It is an impressive document, not the usual UNSC one or two page document condemning or confirming some action somewhere, but a lengthy and detailed presentation on the limits imposed upon Iran and the subsequent lifting of sanctions imposed in earlier resolutions.

As everyone knows, or should know, the U.S. unilaterally abrogated its participation in the agreement without any effort to use the joint dispute resolution (probably knowing it would be ruled against).  It is clearly a politically motivated action, caught up with all the usual U.S. hubris and arrogance concerning its hegemonic desires in the Middle East including containment of Russia and China and its fawning support of Israel.  All the previous sanctions were unilaterally re-imposed on Iran by the U.S.

Canada’s treatment of Meng Wanzhou in violation of human rights – Global Times

Meng Wanzhou, chief financial officer of Huawei Technologies, had her bail hearing Friday in the British Columbia Supreme Court in Vancouver, Canada. The hearing was adjourned with no decision made on bail, and will resume at 1 pm on Monday.

Court reporters said she was not handcuffed for the hearing and was wearing a green sweatsuit. She seems to be getting humane treatment, but these are only illusions on the surface.

A source familiar with the case told Global Times that since Meng was detained by Canadian police on December 1, she has been subjected to rude and degrading treatment. She was immediately handcuffed at the airport and taken to a detention facility. She was also cuffed on her way to and from hospital from the facility. It is worth noting that Meng was wearing ankle braces when she was taken to the correction center after her first bail hearing.

In the absence of a conviction by trial, Meng was put into restraining devices used on felons. Treating her as a prisoner is not only degrading, but is also a violation of her basic human rights.

Global Times has learnt that Meng had surgery in May to remove her thyroid gland. She also has high blood pressure which requires daily medication. It seems that the Canadian detention facility is not offering her the necessary health care.

Canadian police have treated Meng in such an inhumane way by putting her in handcuffs and ankle braces without conviction. The Chinese public, who are very concerned about this matter, find it hard to believe that Meng was treated in such way, especially in Canada. Canada is a country well-known for emphasizing human rights and the rule of law. How can they do such things that are only done in an uncivilized and barbaric country?

There is no doubt that Canada is on the wrong side in this case. To describe with an old Chinese saying, such behaviors are like holding a candle for the devil. Meng did not violate any Canadian law. US authorities are accusing her of violating US domestic laws, but it is still unknown if the US side can provide sufficient evidence to prove their accusations are valid.

Canada Secretly Collected Banking Information From 500,000 Canadians Without Their Knowledge

As it turns out, Silicon Valley tech giants aren’t the only institutions surreptitiously collecting massive troves of sensitive data from unsuspecting consumers. On Friday, Canada’s the Global Times published a report exposing a recently launched data collection program adopted by StatCan, the Canadian government’s economic research agency, that the agency introduced to help it collect more accurate data about consumers’ spending habits. The agency has asked Canada’s nine largest banks to turn over all the transaction records and sensitive identifying financial information (including customer’s social insurance numbers) for 500,000 randomly selected Canadians. The agency will collect and crunch this data as part of its statistical research and then, at the end of the year, it will produce a new list of 500,000 Canadians, and perform all of the same operations with their data.


After being called out by Global News, the agency explained that the data would be anonymized shortly after being compiled (meaning that all identifying information, like consumers’ SINs, would be removed).

“Canadians should know we are not accessing all of the payments data for all Canadians. It’s a small sample relative to the total number of households,” he said. “Our access to this data is permitted through both the Privacy Act and the Statistics Act.”

But that’s not exactly true. The fact that it didn’t publicly disclose the plan has left some Canadians feeling uneasy. Given that Canada has a population of roughly 20 million people, the likelihood that any one individuals’ information will be collected. To be sure, the agency said in a letter to Canada’s privacy commissioner that the data would only be used for statistics purposes. But a former privacy regulator who spoke with GN said she was “shocked” to learn of the program.

Ontario’s former privacy commissioner, Ann Cavoukian, said she was shocked by the initiative and said the ability for a government agency to build a massive database of personal banking information raises serious privacy concerns.

“Most people would be surprised and devastated if they thought all of their financial information and bills and activity were being accessed in identifiable form by Statistics Canada or any branch of government,” she said. “Medical and financial records are the most sensitive personal data that exists.”

Whereas there are untold numbers of Western-created refugees throughout the world, what author Franz Fanon appropriately named “The Wretched of the Earth”, Canada has chosen to prioritize the “White Helmets” evacuated from Syria.

As with similar colonial narratives, the lies wrapped around this operation constitute war propaganda. White Helmets are not “saviours” to be protected. In fact, they are — in some instances by their own admissions – terrorists. 

Investigative journalist Vanessa Beeley explains in “Syria: The White Helmets and Armed Group Leader in Daraa Al Balad”[1] that  

“if a White Helmet faction is led by Nusra Front (many are according to Al Mahamid), then it follows that the whole group will be Nusra Front. The White Helmets in Dara’a were originally led by a member of the FSA – Abdellah Assarhan. Following Al Mahamid’s logic then all members of the Dara’a White Helmets will be FSA and involved in furthering the sectarian aims of the FSA in Dara’a.”

When Beeley asked if a White Helmets member might be Nusra Front (al Qaeda), Al Mahamid admitted, 

“Of course!  They might be Nusra Front and run a White Helmet center so this means all his colleagues are also Nusra Front … “

Additionally, White Helmets operatives told Beeley that 50% of the evacuees were terrorist leaders and ISIS fighters.[2]

 Canada’s Minister of Foreign Affairs, Chrystia Freeland, for her part, told the Global and Mail[3] that,

“…  the fact that a group of White Helmets and their families were able to escape Syria and are now finding refuge around the world is a real example of not cursing the darkness, and lighting a small candle …”  

Evidence-based reality paints a far different picture.

I have been warning that Global Warming is profitable for governments. They paid these academics $1 billion to come up with dire forecasts that ignore nature, cycles, and history, all to justify taxing people that will never actually impact anything nor balance their budgets. Canadian households in Alberta, Saskatchewan and Nova Scotia will be hit with more than $1,000 of carbon tax per year, while those in British Columbia, Quebec and Manitoba will pay around $650. In Canada, where it is often very cold, up to 10% of someone’s income is already going to cover energy costs. Politicians have discovered a new source of revenue and they are NOT about to listen to any evidence to the contrary. At the bug environmental conference in Paris, they outright DENIED any right of any speaker to put on a contrary view. This is all despite the fact that over 30,000 people have signed a petition against Global Warming, which has been ignored as usual. Any opposition is simply ignored or silenced. Why not, there is too much money on the table for governments to just ignore. Guess it will definitely now be cheaper to retire to the Caribbean. You won’t have to pay $1,000 a year to heat your home.

We often hear about the American Deep State or secret government, undermining the will of the electorate and influencing policy in ways that favour for-profit interests.

We rarely hear about a Canadian Deep State. Are there power players driving the decision-making in Ottawa behind the scenes?

There are policies where there is virtually no difference regardless of the party in power.

Both Liberals and Conservatives support NAFTA. Both advocate for Canadian involvement in NATO and ‘humanitarian interventions.’ Both scorn Russia for its perceived wrongdoings. Both champion pipelines carrying oil from the Alberta tar sands to markets abroad.

One possible explanation for this harmonization might rest in the influence of permanent systemic fixtures and players whose influence dominates policy discussion.

This week’s installment of the Global Research News Hour tries to move beyond the personalities and the partisan rhetoric and catch a glimpse of the true power brokers within Canadian society.

Our first guest Morgan Duchesney shares his research into a group formerly known as the Canadian Council of Chief Executives. Vancouver, Canada held a significant event in the history of Canada on January 16th, 2018. Canada’s traditional peace-keeping role in international relations relegated to the historical dustbin, Canada’s Foreign Minister Chrystia Freeland led the ‘international community’ in a song of war and genocide against North Korea. However, the plan was ultimately not about North Korea, as single-toned as the grouping Freeland gathered tried to make it seem. What was missing were the harmonies a well-trained ear can hear but isn’t sung: Russia and China, noticeably missing from the conference despite making great advances in peace on the Korean Peninsula in the months leading up to the Vancouver gathering, were the missing notes.

For those listening, I ask you, the reader, what is behind the one-note song ‘North Korea is an existential danger to humanity’? Banging away at your insides, like an annoying pop song that you just cannot get out of your head, you become conscious of what is really going on. For anyone with a 20-year memory, which sadly scarcely exists today in the anti-war movement, Freeland’s war song is eerily reminiscent of Tony Blair banging on about Iraq’s weapons of mass destruction, whispering in the ear of Bush Jr., or Colin Powell’s ‘yellow cake’ song and dance.

Freeland, at this years’ war choral, was clearly playing the role of conductor. Her mannerisms at the head table with the other world leaders was uncomfortably out of tune, mostly because of her exaggerated gestures of friendship and geniality.

A few days after Freeland and Tillerson announced the meeting in December 2017 from Ottawa, Freeland headed off to her motherland, Ukraine.

Since we’re talking about the possibility of WWIII, I think it might be pertinent to revisit some little-known history from WWII. In the 1960’s the Polish government, still reeling from their role as the main course of the European ‘meat-sandwich’ that was the second world war, went on the hunt for Nazi aiders and abettors who destroyed their people. Contrary to what mainstream readers are allowed to know, WWII Nazi and Waffen SS leaders, Goebbels’s publishers and editors (otherwise known as propagandists), willing and outright Nazi collaborators and vicious killers, made their way out of conquered Germany to the United States and to Canada.
