New allegations have surfaced claiming that Israel’s domestic intelligence agency, Shin Bet or Shabak, is engaged in the brutal torture of Palestinian detainees, despite the practice being against both Israeli and international law. The new accusations, deemed “very credible” by both Israeli and Palestinian rights groups, come amid a recorded spike in the use of torture on Palestinian detainees by Israeli authorities.

The latest cases involve three Palestinian men who were detained as part of the extensive manhunt that followed an August 23 bombing that killed an Israeli settler and teenager Rina Shnerb. The three men, living in the occupied West Bank, were detained per Israel’s controversial practice of “administrative detention,” whereby Israel may detain an individual for months or even years without charging them with a crime.

The lawyers and family members of the three main suspects have asserted that all three men suspected of links to the bombing had been tortured to the point of needing hospitalization, with one of them being admitted for kidney failure and 11 broken ribs before subsequently being returned to the custody of Israeli interrogators. Another of the men had his genitals bitten by a security dog while the third man was wheelchair-bound and unrecognizable to his wife when he appeared in a courtroom.

While these three Palestinian men’s experiences are extreme cases, the same Shin Bet investigation also tortured several other detainees in less severe ways but nonetheless left them traumatized. Those detainees were released after weeks in detention and were never charged. Shin Bet also arrested family members of detainees and, in some cases, paraded them in front of detainees in order to create the impression that their wives and children would also undergo the same harsh treatment.

Though the manhunt and resulting torture of Palestinian suspects took place months ago, reporting on the incidents was delayed due to an Israeli court-mandated gag order that was renewed multiple times since it was first issued last September. That gag order, in effect for well over three months, also made court proceedings of the three main suspects in the case closed to the public and prevented family members from attending court, with few exceptions.

A spike in torture

The alleged torturing of prisoners in connection to the August 23 bombing occurred during a period when the use of torture of West Bank Palestinians by Shin Bet spiked dramatically,

- Viele Quellen unterscheiden nicht die Verwaltungszone “Amazon” in Brasilien, von dem Wald, der von der OTCA in 8 Ländern verwaltet wird, und dem Amazonas-Regenwald von 9 Ländern, was daher zu statistischen Unstimmigkeiten führt.

It is worth starting by noting that a high percentage of the Integrity Initiative archive has been authenticated. The scheme has been admitted by the FCO and defended as legitimate government activity. Individual items like the minutes of the meeting with David Leask are authenticated. Not one of the documents has so far been disproven, or even denied.

Which tends to obscure some of the difficulties with the material. There is no metadata showing when each document was created, as opposed to when Anonymous made it into a PDF. Anonymous have released it in tranches and made plain there is more to come. The reason for this methodology is left obscure.

Most frustratingly, Anonymous’ comments on the releases indicate that they have vital information which is not, so far, revealed. The most important document of all appears to be a simple contact list, of a particular group within the hundreds of contacts revealed in the papers overall. This is it in full:

Tantalisingly, Anonymous describe this as a list of people who attended a meeting with the White Helmets. But there is no evidence of that in the document itself, nor does any other document released so far refer to this meeting. There is very little in the documents released so far about the White Helmets at all. But there is a huge amount about the Skripal case. With the greatest of respect to Anonymous and pending any release of further evidence, I want you to consider whether this might be a document related to the Skripal incident.

The list is headed CND gen list 2. CND is Christopher Nigel Donnelly, Director of the Institute for Statecraft and the Integrity Initiative and a very senior career Military Intelligence Officer.

The first name on the list caught my eye. Duncan Allan was the young FCO Research Analyst who, as detailed in Murder in Samarkand, appears in my Ambassadorial office in Tashkent, telling me of the FCO staff who had been left in tears by the pressure put on them to sign up to Blair’s dodgy dossier on Iraqi WMD. During the process of clearing the manuscript with the FCO, I was told (though not by him) that he denied having ever said it.

Why was Michael Cohen investigated? Because the “Steele dossier” had him making secret trips to meet with Russians that never happened, so his business dealings got a thorough scrubbing and, in the process, he fell into the Paul Manafort bin reserved by the special counsel for squeezing until the juice comes out. We are back to 1998 all over again, with presidents and candidates covering up their alleged marital misdeeds and prosecutors trying to turn legal acts into illegal ones by inventing new crimes.

The plot to get President Trump out of office thickens, as Cohen obviously was his own mini crime syndicate and decided that his betrayals meant he would be better served turning on his old boss to cut the best deal with prosecutors he could rather than holding out and getting the full Manafort treatment. That was clear the minute he hired attorney Lanny Davis, who does not try cases and did past work for Hillary Clinton. Cohen had recorded his client, trying to entrap him, sold information about Trump to corporations for millions of dollars while acting as his lawyer, and did not pay taxes on millions.

The sweetener for the prosecutors, of course, was getting Cohen to plead guilty to campaign violations that were not campaign violations. Money paid to people who come out of the woodwork and shake down people under threat of revealing bad sexual stories are not legitimate campaign expenditures. They are personal expenditures. That is true for both candidates we like and candidates we do not. Just imagine if candidates used campaign funds instead of their own money to pay folks like Stormy Daniels to keep quiet about affairs. They would get indicted for misuse of campaign funds for personal purposes and for tax evasion.

There appear to be two payments involved in this unusual agreement. Cohen pleaded guilty to a campaign violation for having “coordinated” the American Media payment to Karen McDougal for her story, not for actually making the payment. He is pleading guilty over a corporate contribution he did not make. Think about this for a minute.

A secret report by the Israeli military police—obtained by The Intercept‘s Robert Mackey—reveals that a week into Israel’s Operation Protective Edge in 2014, “air force, naval, and intelligence officers” mistook four 10- and 11-year-old boys who were playing on a beach in Gaza for Hamas militants and killed them by firing missiles from an armed drone.

While “hacked Israeli surveillance images provided to The Intercept by former National Security Agency contractor Edward Snowden showed an Israeli drone armed with missiles in 2010,” Mackey notes, “the Israeli government maintains an official stance of secrecy around its use of drones to carry out airstrikes”—meaning this report provides perhaps “the most direct evidence to date that Israel has used armed drones to launch attacks in Gaza.”

The 2014 attack on the four boys, which occurred in the middle of the afternoon, provoked outrage the world over after it was documented by several international journalists staying in the area, who captured photographs of the dead children on the beach. It was initially suspected that Israel had launched the missiles from naval boats.

The four boys—Ismail Bakr, 10; Ahed Bakr, 10; Zakaria Bakr, 10; and Mohammed Bakr, 11—were cousins, the sons of Gazan fisherman. Their families, with support from the Israel-based Legal Center for Arab Minority Rights, or Adalah, are still fighting in court to hold accountable the members of the military directly involved with the airstrikes that killed the children.

Armed drones “alter the process of human decision-making,” and “[expand] the circle of people responsible for the actual killing of the Bakr children,” Suhad Bishara, one of the attorneys representing the families, told The Intercept. Israel’s use of the technology to kill Palestinians, Bishara added, raises “many questions concerning human judgment, ethics, and compliance with international humanitarian law.”
