Mr Secretary General,

Members of the Security Council,

Colleagues,

Today, we are all faced with the problem of terrorism, which has grown more acute than ever. International terrorists, led by ISIS and al Qaeda, continue to sow terror and destruction around the world. As a result of their actions, the situation in the Middle East, including in Syria and Iraq, remains extremely alarming. The terrorist threat emanating from that region is spreading rapidly across the African continent, including through Libya. Central, South, and Southeast Asia are also becoming the scene of inhuman acts of terrorism. The problem of foreign terrorist fighters (as discussed by the Secretary General and our colleagues earlier today) who return to their homeland or their countries of residence, or move to third countries, is coming to the fore. An ever-smaller number of countries remain untouched by terrorism. In this regard, I would like to highlight the fact that several years ago, the Federal Security Service of the Russian Federation created an international database of terrorism, with about 50 states and several international organisations, including Interpol, involved in the project now. This database really helps track the movement of foreign terrorist fighters around the world. We invite everyone to join this important effort.

This state of affairs dictates the need to consolidate the efforts of the international community to counteract international terrorist networks. In 2015, President of Russia Vladimir Putin proposed an initiative here to form a broad international anti-terrorist front which would rely on the UN Charter, the norms and principles of international law, without political motivation or preconditions. This initiative is gaining an even greater relevance today. The double standards applied by some states are complicating the response to modern threats, including terrorism. Deviating from the principles of a consistent collective action against international terrorism is fraught with dire consequences.

It is unacceptable, I must emphasize this specifically, to use terrorist associations for selfish political goals. There can be no excuse for this.

Sergei Lavrov is a world-class diplomatic heavyweight and Russia’s foreign minister. As the saying goes, if you don’t deal with Lavrov, you’ll end up dealing with Sergei Shoigu, defense minister. This speech is important in the context of the borderline nonexistent relations between Russia and the United States. It explains why that is and orders ways out.

The question is, are American government officials capable of accepting reality and acquiescing to the fact that the world has changed and that they are no longer the ones calling the shots.

These days, the 74th session of the United Nations General Assembly opens up. So does a new international “political season”.

The session begins at a highly symbolic historical moment. Next year we will celebrate two great and interconnected anniversaries – the 75th Anniversary of the Victory in the Great Patriotic and Second World Wars, and the establishment of the UN.

Reflecting on the spiritual and moral significance of these landmark events, one needs to bear in mind the enormous political meaning of the Victory that ended one of the most brutal wars in the history of mankind.

The defeat of fascism in 1945 had fundamentally affected the further course of world history and created conditions for establishing a post-war world order. The UN Charter became its bearing frame and a key source of international law to this day. The UN-centric system still preserves its sustainability and has a great degree of resilience. It actually is kind of a safety net that ensures peaceful development of mankind amid largely natural divergence of interests and rivalries among leading powers. The War-time experience of ideology-free cooperation of states with different socioeconomic and political systems is still highly relevant.

It is regrettable that these obvious truths are being deliberately silenced or ignored by certain influential forces in the West. Moreover, some have intensified attempts at privatizing the Victory, expunging from memory the Soviet Union’s role in the defeat of Nazism, condemning to oblivion the Red Army’s feat of sacrifice and liberation, forgetting the many millions of Soviet citizens who perished during the War, wiping out from history the consequences of the ruinous policy of appeasement.

Russian Foreign Minister Sergey Lavrov joked that CNN was “fake news” and described the network quizzing him about Moscow’s hypothetical response to a possible US intervention in Venezuela as a “fake question.”

Lavrov had a brief press conference following his meeting with US Secretary of State Mike Pompeo, on the sidelines of the Arctic Council in Rovaniemi, Finland on Monday. One of the few questions came from CNN, asking what “leverage or opportunities” Russia had to stop a US military intervention in Venezuela.

“Some call your company CNN ‘fake news,’ and now you are asking a fake question,” Lavrov replied.

Joking aside, the Russian top diplomat continued, Russia is categorically against any military intervention anywhere without UN Security Council authorization.

“From my contacts with American, European and Latin American counterparts, I do not see supporters of a reckless military solution. I hope that this understanding, which everyone has, will be turned into a practical policy, that there will be no military solution, because it would be catastrophic,” Lavrov said.

Asked if American diplomats shared this understanding, Lavrov replied, “Yes.”

While CNN will no doubt seize upon Lavrov’s use of President Donald Trump’s phrasing as proof of “Trump-Russia collusion” they have promoted for years, this is not the first time the foreign minister has chided CNN in this fashion for their coverage of US-Russian relations.

Colleagues,

I am grateful for this invitation to once again speak at the Moscow Conference on International Security organised by the Russian Ministry of Defence. On behalf of the Ministry of Foreign Affairs, I would like to welcome its participants coming from various countries and multilateral organisations.

Russia is interested in combining efforts to stabilise the situation in the world and to discover the best answers to the many problems of our time. I am confident that the high level of representation of foreign guests will contribute to this in every possible way.

Collaboration is especially relevant today, with the dangerous accumulation of conflict potential in the world. We can see how efforts are being intensified to dismantle the architecture of international security formed following WWII. The fundamental rules of interstate communication stipulated in the UN Charter are being grossly violated.

This destructive trend did not emerge just yesterday. This year marks two tragic anniversaries in modern history. Twenty years ago, NATO forces bombed Yugoslavia, including a TV centre, passenger trains and other civilian facilities protected by international humanitarian law. It is amazing that NATO leaders today refer to those criminal actions as their achievements in the fight for democracy, trying to justify aggression against a sovereign UN member state. With their policy of dismembering Yugoslavia, NATO members have destroyed the principle of the inviolability of borders in Europe documented in the Helsinki Final Act.

The other event is also well-known to us. Five years ago the US and the EU openly interfered in the domestic affairs of another sovereign state – Ukraine. They provoked and supported an anti-constitutional coup, that is, committed yet another serious violation of international law. As a result, Ukraine ended up in a fratricidal stand-off, having become a major source of regional instability. We believe the new Ukrainian leadership will assume responsibility in full and will help overcome the crisis in the country, by scrupulously implementing the Minsk Package of Measures as a party to the Contact Group and the Normandy format in full compliance with resolution 2202 of the UN Security Council. Germany and France are expected to play a significant role in preventing any attempts to revisit the Minsk Agreements on resolving the situation in Donbass that were approved by the UN Security Council.

Question: Mr Lavrov, we met with you in the same format one and a half year ago.

We began by stating that the foreign policy situation surrounding Russia at the time was growing alarming. But you assured us that there would be no war because the Russian leaders were absolutely against it. Our partners, as you said, were certainly not interested in it either. Now, one and a half year later, we can see no improvements. On the contrary, things are growing increasingly alarming. Some of our listeners even feel scared. Others compare the current situation with the late 1930s. One of the readers even asks: “Please be honest and say what we should expect? Will we be attacked?”

Sergey Lavrov: There are comparisons that go farther back into history. Both in this country and elsewhere, there are figures who predict that a situation will arise resembling that on the eve of World War I. They are referring to the pent-up antagonisms existing in Europe, including, by the way, in the Balkans. But it is my strong, firm conviction that the politicians in the key countries cannot allow a big war to happen. The public opinion and the nations themselves will not let them. I hope that the parliaments in each Western country will also display maximal responsibility.

But I absolutely agree that tensions are being fomented in an unprecedented way. We see international agreements collapsing. Not so long ago, the United States unilaterally disrupted the ABM Treaty. We had to adopt measures that would prevent this extremely negative event from undermining strategic stability. Next in line is the INF Treaty, which Washington believes to be outmoded, while accusing us of violating it. In so doing, they are hinting in no uncertain terms that they would like to extend the restriction identical to that assumed by the USSR and the United States to China and a number of other countries, including North Korea and Iran.

We are categorically against this initiative. We are in favour of keeping the INF Treaty. The entire international community has repeatedly recognised it as a cornerstone of international security and strategic stability. Today at the UN,

On 7 November 2018, Russian Minister for Foreign Affairs, Sergey Lavrov, slammed the way in which the Anglo Saxons are manipulating the concept of anti-terrorism.

According to the Minister, the new concept of the “fight against oppressive extremism” aims at validating terrorist acts when they are aligned with the Anglo-Saxon strategy against governments that the West qualifies as “authoritarian”.

Mr Lavrov recalled that each state is responsible, according to its laws, for how it fights extremist ideology whilst the intergovernmental cooperation is subject to the universal legislation of the United Nations.

The Minister for Foreign Affairs emphasized: “the authors of this concept [“the fight against oppressive extremism”] are fundamentally ready to justify extremists and to exonerate them from all criminal responsibility”.

De Russische minister van Buitenlandse Zaken heeft vorige week in zijn toespraak voor de Verenigde Naties hard uitgehaald naar landen die volgens hem het internationaal recht proberen te ondermijnen. Daarmee doelt hij op de dubbele standaarden van Westerse landen, die politieke chantage, economische sancties en zelfs militaire interventies gebruiken om hun doelen te bereiken.

Volgens Lavrov is er steeds minder ruimte voor diplomatieke oplossingen en onderhandelingen, met als gevolg dat de algemene onvoorspelbaarheid in de wereld en het risico op nieuwe conflicten toeneemt. Ook bekritiseert hij de reeks van interventies en oorlogen die onder valse voorwendselen zijn gestart en die veel ellende hebben opgeleverd, zoals die in Joegoslavië in 1999, Irak in 2003 en Libië in 2011.

Tot slot benadrukte hij in zijn toespraak het belang van vrijhandel en internationale samenwerking. De verschillende uitdagingen waar de wereld vandaag de dag mee geconfronteerd kunnen volgens Lavrov alleen worden opgelost op basis van de principes van gelijkheid en wederzijds respect. De tijd dat bepaalde landen hun wil konden opleggen aan anderen behoort volgens hem toe aan het koloniale tijdperk, een tijdperk dat hij het liefst zou willen afsluiten.

Mevrouw de voorzitter, dames en heren,

De toespraken tijdens de algemene discussie in deze zitting van de Algemene Vergadering van de VN bevestigen het feit dat internationale relaties een zeer complexe en tegenstrijdige historische fase doormaken.

Vandaag zijn we getuige van een botsing van twee tegengestelde trends. Aan de ene kant worden de polycentrische principes van de wereldorde sterker en krijgen nieuwe economische groeicentra vorm. We zien landen streven naar het behoud van hun soevereiniteit en ontwikkelingsmodellen kiezen die consistent zijn met hun etnische, culturele en religieuze identiteit. Aan de andere kant zien we de wens van een aantal Westerse staten om hun zelfverklaarde status als ‘wereldleiders’ te behouden en de onomkeerbare beweging naar multipolariteit die objectief plaatsvindt te vertragen. En ze doen alles om dat doel te bereiken, tot en met politieke chantage, economische druk en brute kracht aan toe.

Dergelijke illegale acties devalueren het internationaal recht, dat de basis vormt van de naoorlogse wereldorde. Wij horen luide verklaringen die niet alleen de rechtsmatigheid van internationale verdragen ter discussie stellen, maar die ook de prioriteit van zelfzuchtige unilaterale benaderingen boven resoluties van de VN bevestigen.

US President Donald Trump has just lectured NATO on it member’s commitment performance and held a controversial meeting with the Russian President Vladimir Putin and is next week to receive EU Commission President Jean-Claude Juncker, with trade matters being high up on the agenda.

Juncker is expected to present Trump with a package of proposals to help smooth relations and potentially heal areas of division, particularly those surrounding Europe’s trade relationship with America. Those proposals are precisely what is cropping up as another area of divergence between some members of the EU, specifically France and Germany, just after a major contention on migration has been driving discord within the Union.

This gets down to whether Europe should offer concessions to Trump on trade while Trump is admittedly describing the Union as a ‘foe’ and has initiated a trade spat with the Union by assessing trade tariffs on steel and aluminum imports from Europe, spurring retaliatory tariff measures from the EU Commission.

France, specifically, is opposed to any sort of compromise with Trump on the matter, where Trump is perceived as an opponent to the Union and its unity, whereas Germany is economically motivated to seek an end to the trade dispute under the threat of a new round of tariffs emanating from the Trump administration, and is therefore seeking to find some sort of proposal that Trump will accept and therefore back down on his protectionism against the EU, and Germany in particular.

Politico reports:

Only a week before European Commission President Jean-Claude Juncker flies to Washington, France and Germany are divided over how much he should offer to U.S. President Donald Trump to end a deepening trade war, say European diplomats and officials.

But, they add, Germany has the upper hand. Berlin is shaping Juncker’s agenda, suggesting three offers that he could take to Trump on July 25 to resolve the dispute, according to people familiar with the plans.

The French are uneasy about the wisdom of such a conciliatory approach, however, and publicly accuse Trump of seeking to splinter and weaken the 28-member bloc, which he has called his “foe.”

Vandaag hebben de Ministers van Buitenlandse Zaken van Nederland en Rusland, Blok en Lavrov, elkaar in Moskou ontmoet. Ze bespraken onder andere Syrie, waar de spanningen duidelijk toenemen, maar niet alleen Syrie.

Het is de eerste ontmoeting in 3 jaar. Lavrov heeft gezegd dat de betrekkingen verre van ideaal zijn, maar er is een begin van herstel. Voor zowel Moskou als Amsterdam is er belang bij de betrekkingen, ook met Nederlands’ positie in de VN weiligheidsraad.

Enorm potentieel

Het potentieel om de relatie te ontwikkelen is enorm, maar verschil van politiek inzicht houdt houdt dit tegen. Rutte heeft gezegd begrip te hebben voor een Amerikaanse aanval op Syrië. Moskou wijst erop dat je geen overhaaste mededelingen moet doen want vanuit het nu bevrijde gebied komt steeds meer bewijs dat er geen chemische aanval heeft plaats gevonden.

Lavrov op 1:05: “Onze specialisten die ter plekke zijn hebben voor het gebruik van Chemische wapens of chloor geen enkele aanwijzing gevonden. Daarenboven hebben wij gegevens dat het weer een “staged-event” was. Eén die georganiseerd is met medewerking van de geheime dienst van een land dat voorop loopt in een russofobe campagne.”

Lavrov waarschuwt voor nieuwe migrantengolf

Lavrov wijst erop dat zelfs een klein exces kan uitlopen op een nieuwe golf van migranten en andere gevolgen die enkel tot vreugde leidt bij hen die door een oceaan beschermd worden.

Volgens Lavrov zitten er in het rapport van OPCW interessante elementen die in de komende dagen gecommuniceerd zullen worden.

Lavrov stelt dat Moskou alle benodigde informatie heeft afgegeven aan de Nederlanders waaronder de ruwe, dus niet bewerkte, radarbeelden die verzameld zijn op de dag van de catastrofe. Lavrov: “Op de afgegeven beelden is duidelijk te zien dat er geen raketten zijn vanuit de richting die volgens de onderzoekers de plek is van waaruit de raketten zouden zijn afgevuurd. Na verloop van lange tijd zei men ons dat dat niet zo was en dat er 2 onafhankelijke experts zijn die stelden dat onze radar de raketten niet gezien heeft en niet kon zien omdat hij snel vloog.

GENÈVE, het Amerikaanse leger bereidt de strijdkrachten van Europese landen voor op het gebruik van tactische kernwapens tegen Rusland.

Dit werd op woensdag gezegd door de Russische minister van Buitenlandse Zaken Sergei Lavrov tijdens de Ontwapeningsconferentie.

De VS en haar partner NAVO doen er alles aan om “Nucleaire ontwapening” te voorkomen om de Amerikaanse niet-strategische kernwapens in Europa, te houden, door het destabiliseren deze “ontwapening” zien we in de praktijk van “joint nucleaire missies”uitgevoerd aan de grenzen van Rusland, door de NAVO landen . “In het kader van deze missies, een grove schending van het non-proliferatieverdrag, zijn de NAVO-leden  betrokken bij de planning van het gebruik van de Amerikaanse niet-strategische kernwapens en het gebruik ervan. Het moge duidelijk zijn dat op deze manier het Amerikaanse leger voorbereidingen  treffen om de strijdkrachten van de Europese landen te gebruiken met kernwapens tegen Rusland, “- benadrukte Lavron – minister van Buitenlandse Zaken, van Rusland.

“Rusland heeft tactische kernwapens, niet om te gebruiken tegen Europese landen maar om te testen en de beschikbare munitie op de centrale databases zijn opgeslagen op  nationaal grondgebied, – zei de  minister -. In deze omstandigheden, de beschikbaarheid van kant-en-klare tactische Amerikaanse kernwapens in Europa is er opnieuw een koude oorlog, en een duidelijk agressieve positie van de VS en EU. ”

“Ik hoop dat de Europese burgers” nee “kunnen zeggen tegen de inzet van deze massavernietigingswapens op hun grondgebied, die behoren aan het enigste land, namelijk de VS die het al heeft gebruikt tegen de bevolking van Hiroshima en Nagasaki,” zei Lavrov.

Amerikaanse nucleaire strategie

Rusland maakt zich zorgen over een belangrijke verandering in de Amerikaanse aanpak in hun hernieuwde nucleaire strategie, zei de minister. “Ondanks de indrukwekkende prestaties in het kader van de Russisch-Amerikaanse verdrag [over maatregelen voor de verdere vermindering en beperking van strategische aanvalswapens], moet er ernstige rekening mee gehouden worden met een aanval van Washington door haar Europese partners de NAVO – zei hij. Volgens de Russische minister van Buitenlandse Zaken,  geldt in het bijzonder de “eenzijdige terugtrekking” van de VS en haar bondegenoten,
