March 2019 marks the 16th anniversary of the onslaught of the war on Iraq. The US-NATO led invasion of Iraq started on 20 March 2003 on the pretext that Iraq possessed Weapons of Mass Destruction (WMD).

This month we are also commemorating the Vietnam War launched on March 8, 1965 following the adoption by the US Congress of the Gulf of Tonkin Resolution, which authorized President Lyndon Johnson to dispatch ground forces to Vietnam.

Later this month we will be commemorating  NATO’s War on Yugoslavia which was launched on March 24, 1999 under Operation “Noble Anvil”. 

All these wars, according to the media, are peace-making undertakings. They are tagged as “humanitarian wars” under the banner of “Responsibility to Protect (R2P).

Twenty years ago this August, with a green light from America, Saddam Hussein invaded Kuwait. He had walked into possibly the biggest trap in modern history, unleashing Iraq’s two decade decimation, untold suffering, illegal bombings, return of diseases previously eradicated and what can also only be described as UN-sponsored infanticide.

The reason for the Kuwait invasion, has been air brushed out of the fact books by Britain and America, and been presented as the irrational and dangerous act of a belligerent tyrant who was a threat to his neighbours. He had, they pointed out piously, attacked, then fought an eight year war with Iran, and exactly two years to the month, after the 20th August 1988 ceasefire, invaded Kuwait, on 2nd August 1990.

It was, of course, not quite that simple. After the US engineered the fall of the democratic government of Mossadegh, in Iran, resultant from his nationalizing the Anglo-Iranian Oil Company (now BP) in 1953. After two years of economically ravaging sanctions, The US installed Shah Reza Pahvlavi (whose savage state police, SAVAK, were trained by General Norman Schwartzkopf, Snr., father of General “Storming” Norman Schwartzopf of the 1991 Gulf war, who famously declared at the time of the ceasefire: “… no one left to kill ..” ) Under the Shah,

I recall how a friend of mine who once served as a senior Pentagon intelligence briefer described what he called “breaking in” a new president. Today, incoming presidents receive some intelligence briefings so that they do not land in office on a cold January day totally unprepared for what awaits them. But generally speaking, the real surprises are unveiled during the first week when they get the full classified briefings that are carefully prepared both to inform and to enhance the value of the agency doing the briefing. In the case of the Central Intelligence Agency, the most secret clandestine operations are revealed in power point to convince the new chief executive that the intelligence community is keeping the nation safe. The Pentagon for its part unveils flashy new weapons systems either about to come on line or being planned to demonstrate its ability to deter aggression from any source.

The thinking is that if you get the new president on board in his first few days he will be yours forever, signing off on budget increases year after year while also providing political cover when things go wrong. While the Defense Department and intelligence community benefit from the process and are frequently able to get the president’s ear because they are able to unveil some sensational “secrets,” other government agencies also competing for dollars do not have that appeal and do not do so well. State Department, for example, rarely makes much of an impression because its work is basically prosaic.

The systematic attempts to get the president on one’s side inevitably are more successful with chief executives lacking experience in government as they have nothing to measure the power points they are seeing against. President George H. W. Bush, emerging from years spent as a naval officer, a congressman and CIA Director, is unlikely to have been much influenced by a briefing. President Bill Clinton, harboring a negative perception about CIA, did not even see his Director James Woolsey for over a year. But, on balance, most new presidents are willing to be seduced by the inside-the-Beltway establishment as represented by the Pentagon and the intelligence community.

Here are a few of the highlights from each presidency:

Jimmy Carter (1977-1981)

After the CIA-sponsored assassination of the first democratically-elected prime minister of Congo in 1961, the brand new Carter administration stepped aside and said nothing as its allies provided the country’s new puppet dictator with military equipment to crush a dissenting movement that broke out in 1977.

Guatemala was also dealing with the effects of U.S. military intervention in 1977, and the horrific conditions included the presence of military death squads that tortured innocent civilians. While Carter claimed to cut off aid to the military government, some reports have argued that this was “little more than a PR stunt while tangible support continued.”

When the South African Defense Forces dropped bombs on innocent civilians in Cassinga, Angola, in 1978, more than 600 Namibians in sovereign Angolan territory were murdered as a result. Carter defended the apartheid government before the UN Security Council to ensure that it would not face sanctions.

George H. W. Bush (1989-1993)

Before the Carter Administration was dealing with the aftermath of CIA-sponsored intervention around the world, George H. W. Bush was serving as the Director of Central Intelligence beginning in 1976. His term lasted for just 355 days.

Bush then went on to become president in 1989, and he launched Operation Desert Storm in 1990. The argument was that Iraq had amassed 250,000 troops and 1,500 tanks on the border with Saudi Arabia, according to “top-secret satellite images.”
