We, the Leaders of the Group of Seven, acknowledge that the COVID-19 pandemic is a human tragedy and a global health crisis, which also poses major risks for the world economy. We are committed to doing whatever is necessary to ensure a strong global response through closer cooperation and enhanced coordination of our efforts. While current challenges may require national emergency measures, we remain committed to the stability of the global economy. We express our conviction that current challenges related to the COVID-19 pandemic need a strongly coordinated international approach, based on science and evidence, consistent with our democratic values, and utilizing the strengths of private enterprise.

We are committed to marshalling the full power of our governments to:

- Coordinate on necessary public health measures to protect people at risk from COVID-19;
- Restore confidence, growth, and protect jobs;
- Support global trade and investment;
- Encourage science, research, and technology cooperation.

By acting together, we will work to resolve the health and economic risks caused by the COVID-19 pandemic and set the stage for a strong recovery of strong, sustainable economic growth and prosperity.

Accelerate Our Response to COVID-19

We will work hard to protect the health and safety of everyone in our countries. Stepping up the response to the outbreak remains our foremost priority. We will coordinate our efforts to delay the spread of the virus, including through appropriate border management measures.

We will enhance our efforts to strengthen health systems in our countries and globally. We fully support the World Health Organization in its global mandate to lead on disease outbreaks and emergencies with health consequences, leaving no geographical vacuum, and encourage all countries, international organizations, and the private sector to assist global efforts such as the Global Preparedness and Response Plan.

We stress the value of real-time information sharing to ensure access to the best and latest intelligence, improving prevention strategies and mitigation measures.

We will pool epidemiologic and other data to better understand and fight the virus.

We will increase coordinated research efforts, including through voluntary support for the global alliance Coalition for Epidemic Preparedness and Innovation. We will support the launch of joint research projects funded by both public and private resources,

Joint Statement by Iran, Russia and Turkey on the International Meeting on Syria

President of the Islamic Republic of Iran H.E. Hassan Rouhani, President of the Russian Federation H.E. Vladimir Putin and President of the Republic of Turkey H.E. Recep Tayyip Erdoğan gathered in Ankara on 16 September 2019 for a Tripartite Summit.

The Presidents:

1. Discussed the current situation on the ground in Syria, reviewed the developments following their last meeting in Sochi on 14 February 2019 and reiterated their determination to enhance the trilateral coordination in light of their agreements.

2. Emphasized their strong commitment to the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic as well as to the purposes and principles of the UN Charter. They highlighted that these principles should be universally respected and that no actions, no matter by whom they were undertaken, should undermine them.

3. Reaffirmed in this regard the necessity to respect universally recognized international legal decisions, including those provisions of the relevant UN resolutions rejecting the occupation of Syrian Golan, first and foremost UN Security Council Resolution 497 and thus condemned the decision of the US Administration on the occupied Syrian Golan, which constitutes a grave violation of international law and threatens regional peace and security. They consider Israeli military attacks in Syria as destabilizing and violating the sovereignty and territorial integrity of this country and intensifying the tension in the region.

4. Discussed the situation in the north-east of Syria, emphasized that security and stability in this region can only be achieved on the basis of respect for the sovereignty and territorial integrity of the country and agreed to coordinate their efforts to this end.

5. Rejected in this regard all attempts to create new realities on the ground under the pretext of combating terrorism, including illegitimate self-rule initiatives, and expressed their determination to stand against separatist agendas aimed at undermining the sovereignty and territorial integrity of Syria as well as threatening the national security of neighboring countries.

6. Reviewed in detail the situation in the Idlib de-escalation area and underscored the necessity to respect calm on the ground by fully implementing all agreements on Idlib, first and foremost the Memorandum of 17 September 2018. They are alarmed about the risk of further deterioration of the humanitarian situation in and around the area as a result of continued escalation and agreed to take concrete steps to reduce violations.

On 14 February 2019, a suicide terror attack was conducted by a Pak based terrorist organization Jaish-e-Mohammad, leading to the martyrdom of 40 brave jawans of the CRPF. JeM has been active in Pakistan for the last two decades, and is led by MASOOD AZHAR with its headquarters in Bahawalpur.

This organization, which is proscribed by the UN, has been responsible of a series of terrorist attacks including on the Indian Parliament in December 2001 and the Pathankot airbase in January 2016.

Information regarding the location of training camps in Pakistan and PoJK has been provided to Pakistan from time to time. Pakistan, however, denies their existence. The existence of such massive training facilities capable of training hundreds of jihadis could not have functioned without the knowledge of Pakistan authorities.

India has been repeatedly urging Pakistan to take action against the JeM to prevent jihadis from being trained and armed inside Pakistan. Pakistan has taken no concrete actions to dismantle the infrastructure of terrorism on its soil.

Credible intelligence was received that JeM was attempting another suicide terror attack in various parts of the country, and the fidayeen jihadis were being trained for this purpose. In the face of imminent danger, a preemptive strike became absolutely necessary.

In an intelligence led operation in the early hours of today, India struck the biggest training camp of JeM in Balakot. In this operation, a very large number of JeM terrorists, trainers, senior commanders and groups of jihadis who were being trained for fidayeen action were eliminated. This facility at Balakot was headed by MAULANA YOUSUF AZHAR (alias USTAD GHOURI), the brother-in-law of MASOOD AZHAR, Chief of JeM.

The Government of India is firmly and resolutely committed to taking all necessary measures to fight the menace of terrorism. Hence this non-military preemptive action was specifically targeted at the JeM camp. The selection of the target was also conditioned by our desire to avoid civilian casualties. The facility is located in thick forest on a hilltop far away from any civilian presence. As the strike has taken place only a short while ago, we are awaiting further details.

The Government of Pakistan had made a solemn commitment in January 2004 not to allow its soil or territory under its control to be used for terrorism against India.

Joint Statement of US Civil Society Groups in Support of the Peace Process in Korea – Global Research

The 2018 has been a year of historic change on the Korean Peninsula. The leaders of North and South Korea met three times, and President Trump and North Korean leader Kim Jong Un also held their first summit in Singapore in June.

South Korean President Moon Jae-in has invited Chairman Kim to visit South Korea, and President Trump has expressed willingness to meet Chairman Kim in a second summit. We welcome these positive developments for permanent peace in Korea.

In particular, we support the April 27 Panmunjom Declaration and the September 19 Pyongyang Joint Declaration signed between the leaders of South and North Korea, as well as the June 12 Singapore Summit Joint Statement signed between the leaders of the United States and North Korea.

These agreements lessen the danger of war on the Korean Peninsula and create a foundation for a lasting and stable peace regime. The Panmunjom and Pyongyang Declarations signed between the two Koreas opened the door to family reunions, civil society engagement, and concrete steps towards demilitarization.

Likewise, the Singapore Joint Statement emphasized the “establishment of new U.S.-DPRK relations,” away from war and hostility towards normal diplomatic recognition. We applaud the leaders of South Korea, North Korea and the United States, who, on the brink of nuclear war last year, boldly chose the path toward peace.

As concrete steps in the spirit of the Singapore Joint Statement, North Korea has:

  • Suspended its nuclear and missile tests, including destroying the Punggye-ri nuclear test site and inviting outside inspectors to verify that it has been destroyed;
  • Agreed to “permanently dismantle the Dongchang-ri missile engine test site and launch platform under the observation of experts,” as well as dismantle its nuclear facilities in Yongbyon if “the United States takes corresponding measures”; and
  • Returned the remains of fifty-five U.S. servicemen who had died there during the Korean War of 1950-1953.

On the other hand, the United States, thus far, has:

  • Temporarily suspended major war drills with the South Korean military.

While commendable, this U.S. action is insufficient to sustain the normalization process.

In line with the important steps North Korea has taken toward peace and denuclearization and in support of unprecedented peace-building engagement between North and South Korea – demilitarization of the Joint Security Area at Panmunjom,

We, members of the Global Network for Syria, are deeply alarmed by recent statements by Western governments and officials threatening the government of Syria with military intervention, and by media reports of actions taken by parties in Syria and by Western agencies in advance of such intervention.

In a joint statement issued on 21 August the governments of the US, the UK and France said that ‘we reaffirm our shared resolve to preventing [sic] the use of chemical weapons by the Syrian regime and for [sic] holding them accountable for any such use… As we have demonstrated, we will respond appropriately to any further use of chemical weapons by the Syrian regime’.

The three governments justify this threat with reference to ‘reports of a military offensive by the Syrian regime against civilians and civilian infrastructure in Idlib’.

On 22 August, Mr John Bolton, US National Security Adviser, was reported by Bloomberg to have said that the US was prepared to respond with greater force than it has used in Syria before.

These threats need to be seen in the context of the following reports and considerations.

Reports have appeared of activity by the White Helmets group, or militants posing as White Helmets, consistent with an intention to stage a ‘false flag’ chemical incident in order to provoke Western intervention. These activities have reportedly included the transfer of eight canisters of chlorine to a village near Jisr Al Shughur, an area under the control of Hayat Tahrir Ash Sham, an affiliate of the terrorist group Al Nusra. Some reports refer to the involvement of British individuals and the Olive security company. Other reports indicate a build-up of US naval forces in the Gulf and of land forces in areas of Iraq adjoining the Syrian border.

We therefore urge the US, UK and French governments to consider the following points before embarking on any military intervention:

  • In the cases of three of the previous incidents cited in the 21 August statement (Ltamenah, Khan Sheykhoun, Saraqib) OPCW inspectors were not able to secure from the militants who controlled these areas security guarantees to enable them to visit the sites,
